The COVID-19 pandemic has been declared an international disaster. Various prevention efforts have been carried out by the government to minimize the spread of COVID-19 cases in Indonesia. One of them is the Large-Scale Social Restrictions (PSBB). however, the implementation of the PSBB policy in Indonesia has not been effective and optimally. This research is a library research with a qualitative approach. This type of research is normative legal research. The theory used in this research is the theory of legal effectiveness from Soerjono Soekanto. This study concludes that the implementation of the PSBB policy in Indonesia has not been implemented effectively. This is because there are still various problems in five aspects of the PSBB implementation policy, consist of: the rule of law (substance of low), law enforcement (structure of law), facilities (facilities), public awareness and culture of society (culture of law).
